This is not what the post is asking for, but MIT has been releasing their
course support material under an open license. Chemistry is still very thin,
but the beginnings can be found here:

While online textbooks are a dime a dozen in biology, chemistry seems to be
lagging here, as usual. Given typically high costs of printed textbooks and
limited budgets it's perhaps a time to start an initiative.
